What does the NTI Autonet do?
The primary task of the NTI Autonet consists in the development and updating of the roadmap aimed at improving legislation and eliminating administrative barriers. As part of its implementation, an ad hoc working group has been created to develop and implement an action plan (road maps) to improve legislation and eliminate administrative barriers for ensuring the implementation of the NTI Autonet 2.0. This working group has prepared more than 90 proposals for the adoption of new legislative changes that could improve the market conditions for Autonet. The second task performed by the NTI Autonet 2.0 working group is creating conditions for the development of Autonet markets, increase of the competitiveness, the innovation and export potential of Russia in the key segments of the Autonet market. In order to develop new technologies, it is to look for projects that implement new technological solutions aimed at developing the Autonet market infrastructure, using innovations (new technological solutions, new business models, ways of promotion and sales, new management systems, etc.) corresponding to Autonet market trends such as telematic transport and information systems, intellectual urban mobility, transport and logistics services. Companies undergo an accurate multistage selection, before they receive approval for the necessary investment support.
Whom does the NTI “Autonet” working group interact with?
The Auonet 2.0 working group works closely with the Presidential Council for Economic Modernization and Innovative Development of Russia, the Interdepartmental Working Group for the Development and Implementation of the National Technology Initiative under the Presidential Council of the Russian Federation, the Agency for Strategic Initiatives, JSC "Russian Venture Company", the Expert Council of the NTI, as well as all the stakeholders among federal executive bodies.
How is the working group of the NTI “Autonet 2.0” related to NP “GLONASS”?
GLONASS performs the functions of the NTI AUTONET 2.0 working group infrastructure centre. The partnership provides analytical expertise, organisational, technical and informational support of the WG NTI “Autonet 2.0”. The NP also develops suggestions for the improvement of legislation, including the preparation of draft regulatory legal acts.
What is the activity of the NTI Autonet in the development of the regulatory framework?
On September 29, 2017, was adopted a resolution “About the procedure of the developing and implementing action plans aimed at improving legislation and eliminating administrative barriers for the implementation of the NTI and Amendments to certain acts of the Russian Government”.
The working group set up to improve legislation and eliminate administrative barriers for ensuring the implementation of the National Technology Initiative (action plan (roadmap) of the Autonet National Technology Initiative) initiates suggestions about improving legislation in order to reduce existing administrative barriers to bring advanced technologies, goods and services to the market, as well as to simplify the procedure for introducing digital services. The working group has prepared more than 90 proposals for the adoption of new legislative changes. The draft roadmap on improving legislation and eliminating administrative barriers has been approved by 18 federal executive bodies and state organisations. Some recommendations have been received from a number of ministries. A draft decree approving the roadmap has been submitted to the Government of the Russian Federation. As a result of its signing, the implementation of the prepared measures is to start.

Who allocates money to the NTI Autonet projects?
The target model for financing projects is provided by investments and grants from the Bortnik Fund, the Skolkovo Fund, JSC RVK, VEB, VEB Innovations, and the NTI Fund. The state distributor of budget funds is the Russian Ministry of Education and Science.
